Experts generally agree that before 1974 civilian control of the military was not as strong in Greece as it was in the other West European states (excepting Spain and Portugal), and that the history of the Greek military had developed in a pattern closer to that of Greece's Balkan and East Mediterranean neighbors. Such an analysis does not apply, however, to the post-1974 period. After the restoration of democratic rule in 1974 and the limited purge in the Hellenic Armed Forces that followed in its wake, civilian control over the military has never been in question (see The Junta , ch. 1). The role of the military has been limited to defense matters, and all significant decisions concerning national security issues are made by the government. Data as of December 1994
