There are two police academies, one for officers and one for rank and file policemen. Candidates are required to be high school graduates to qualify for the competitive enrollment. The programs, which includes courses in law, criminology, sociology, psychology and other academic subjects, law enforcement methods, physical education, and paramilitary tactics, lasts seven months for policemen and three years for officers. A number of officers receive advanced training abroad. NCOs with good service records can be promoted to officer rank after passing an examination and studying further at the academy. All police recruits are required to meet certain physical standards. The ministries of public order and justice lifted some constraints on trade unionism in the police force in late 1994.

    Data as of December 1994
