Despite the flourishing of democracy since 1974, interest groups were not a significant force in Portugal. Portuguese politics were pluralist but to a lesser degree than in many other countries, especially when compared with the United States. Whereas the United States had over 50,000 interest groups functioning in Washington alone as of the early 1990s, the number functioning in Portugal was probably less than 100. Data as of January 1993
