It will be seen from a communication of the Deputy Ministry of the Treasury and Foreign Trade that although the sale of immovable properties which belong to Greeks by race, Greek citizens, is prohibited by the secret decision of the Government No. 6/3801, following a denunciation, it has been found that certain Greeks by race, Greek citizens, are seeking to achieve the sale of their immovable property which is situated in Turkey by enforced execution on their immovables, carried out by reason of non-payment of commercial bills, taking advantage of paragraph (6) of the 3rd Article of Decision No. 30 Concerning the Protection of tthe Value of the Turkish Currency, published in the Government Gazette on 7 July 1984, No. 18451, which lays down that "Persons who are established abroad are free to proceed to payments, receipts and deposits in Turkey in Turkish currency".
There can be no doubt that the Decision Concerning the Protection of the Value of the Turkish Currency does not rescind the provisions of the government decision which includes special measures as to Greeks by race, Greek citizens.
For reasons of our national interests, I would request that the necessary sensitivity be shown to the unfailing implementation of the provisions of secret government decision 6/3801, the full text of which we append, for this to be communicated to all the executive offices of your court district and for the Judicial Authorities to be briefed accordingly.
